Prior Law Enforcement Experience

He learned the system from the inside

As a law enforcement officer, Ted served as a Patrol Officer, a Traffic Investigations Officer, and a DWI Investigations Officer. Beyond uniform police work, he served as a Detective in the Criminal Investigations Division and in Internal Affairs.

As a Criminal Investigations Detective, Ted investigated felony crimes — conducting thorough investigations that included executing search warrants, issuing subpoenas, and employing a range of investigative techniques. In Internal Affairs, he investigated police misconduct and assessed Standard Operating Procedures.

With the Traffic-DWI units he specialized in traffic enforcement and DUI investigations — including vehicular homicides and misdemeanor and felony DWI offenses. He executed several hundred search warrants, served numerous subpoenas, provided courtroom testimony, and served as an instructor in traffic and DWI investigations.

Criminal Justice Act (CJA) Investigator

Investigating on behalf of the defense

After retiring from law enforcement, Ted served as a Criminal Justice Act (CJA) Investigator, working on behalf of appointed criminal defense attorneys in complex federal cases — including National Security violations, VICAR, RICO, white-collar crimes, and other serious federal felony charges.

Investigating for defendants demands an advanced, distinct skill set from investigating for prosecutors. Ted developed expertise analyzing redacted reports, designed flow charts, formulated investigative strategies, and drafted comprehensive reports to support the defense's case.
